Rome.
In Ancient Rome, the personification of Babylon, the gladiators in the Roman circus first saluted the Emperor, the Caesars, "Ave Caesar, morituri te salutant", "Hail Caesar, we who are about to die salute you", and after the fight if any remained alive, the people asked and waited for the Caesar or Roman Emperor, with a thumbs up or down gesture, to decide whether the defeated survivor could live or die finished off, because the Caesars or Emperors always had the power "Vita et Necis" or the power or authority to decide on the life and death of their subjects.
In today's Babylon, the Empire of Satan in the world, the Reign of the Antichrist, there may be those among the people who ask their Emperor for his decision with his thumb on the life and death of his enemies.
